The Ministry of Economic Affairs, R.O.C Heavy Electricity Users Clause Introduction

  • Power users who signed the electricity contracts, in which their contracted capacity is more than 5000kW, apply to this clause, and should construct at least 10% of the contracted capacity (about 500kWp) for green energy.


  • The Ministry of Economic Affairs recently issued a statement on January 17, 2023:Taipower has newly formulated a plan for "Obligatory energy storage equipment for participating in demand response measures". Users can choose to participate in Taipower dispatching to obtain preferential electricity prices. It is expected to be officially implemented in 2024.


  • Taipower announced that it would implement the "High and Ultra High Voltage Electricity Batch Production Time Price" starting from 2023/11/01, extending the off-peak time from 9 hours to 18 hours, and shortening the peak time to 6 hours, increasing the rate price difference between the peak and off-peak time.

Implementation of Clause for Heavy Electricity Users

2 Purchase renewable energy power and renewable energy certification Annual purchase quota = obligatory installation capacity x annual quantity of electricity sales per kW for the selected category of renewable energy
3 Install energy storage system Installed capacity = obligatory installation capacity x minimum power supply for 2 hours
4 Pay monetary substitution Annual payment = obligatory installation capacity x 2500 kWh/kw x $4 dollars / kWh (the rate of monetary substitution)

The above methods can be selected from one or more of the four. The heavy electricity users are required to comply with statutory obligations. After completing the installation of energy storage and renewable energy power generation equipment, formerly based on the principle of self-generated and self-use, the wholesale purchases or leases of electricity are not allowed. The ESS system is also not allowed to participate in Taipower ancillary services.

Recently, Taipower company has newly formulated a plan for "Obligatory energy storage equipment for participating in demand response measures." Users can choose to participate in Taipower’s dispatching. They can obtain electricity price discounts for discharging during night peak hours as well as help the grid system with dispatching and adjustment. Taipower will execute trial implementation first and it is expected to be implemented in 2024.

Renewable Energy Obligatory User Energy Storage Demand Response Trial

As long as the energy storage equipment installed by heavy electricity users can operate from Monday to Friday throughout the year (except off-peak days) Discharge continuously for 2 hours from 6:00 p.m. to 8:00 p.m. every day, limited to one time per day, "voluntary choice" for participation, choose one option to apply.

Obligatory hours type:

Set up the system of obligatory hours (400 hours); beyond the obligatory hours, an electricity bill deduction of 10 NT dollars per kWh can be provided.

Progressive deduction type:

No obligation hours are set, and different electricity bill deductions are given according to the progressive discharge hours:a deduction of 1 NT dollar per kWh within 150 hours, 2 NT dollars per kWh for 151 to 400 hours, and 5 NT dollars per kWh for more than 401 hours.

Taipower optimizes the electricity price time zone to increase the price difference between the peaks and off-peaks.

Peak time is 6 hours (15:30-21:30), off-peak time is 18 hours (00:00~15:30/21:30~24:00)

Increase the flexibility of industry operators in adjusting production processes and encourage the electricity use during periods when PV power is abundant.

Rates plan

The peak rate increases to 8 to 9 NTD per kwh, and the off-peak rate is 2 NTD per kwh. The price difference between the two rates is as high as 6 to 7 NTD (the price ratio is about four times).

1. Options for electricity consumption place with production properties above high voltage.

2. Industry that can adjust the production process according to peak and off-peak times.

ESS Construction Example

The contracted capacity of the renewable energy obligor is 5000KW.

Need to install ESS for 500KW x 2 hr = 1000KWh with 500KW PCS, which discharges 500KW per hour and capable of two hours discharge.
