What is “Block Surfing by IP Address” in the URL Filter?

Some user can browse the IP address instead of the domain name to pass the examination of Domain Filter function. To enable “Block Surfing by IP Address” will prevent the user to browse the internet by IP address. For example, http://123.123.123.123 will be blocked if this option is enabled.
